What is a «White List» of sites and why is it needed?
The Russian Internet whitelist is a collection of domestic websites and services that continue to work even when the mobile Internet is turned off. The first version of the list was published by the Ministry of Finance on September 5, 2025, and on November 14, the agency presented its expanded version.
